re: steel recycling, USS New York used some scrap steel from the WTC for part of its bow. Probably went to additional effort for symbolic reasons, and wouldn't be a common thing.

The U-boat hunting strategy is also a plot point in the movie "Run Silent, Run Deep". But it's the Japanese using the tactic of having a submarine with a convoy as part of a trap to sink USN submarines.
