I think Cracker's sword didn't have the shine like normal because it was spinning. The real reason is probably because the budget for these episodes seem a little lower lol Viola was really the only case where something that became black wasn't necessarily Haki, because it seemed more like an attack from her devil fruit, heating up and then hardening to become blunt force damage. Cracker just has a sword, which people at this level commonly infuse with Haki. But I guess it's hard to say for sure when he's displaying other mysterious powers (to be honest, I don't remember much of this so it's a mystery to me too lol)

When you think about Cracker's actions he's really showing mad disrespect towards the people of Tottoland. They give up a months worth of their life force to create one homie and he's eliminating homies in mass without prejudice.
