If she really wanted to sacrifice herself she would’ve cut the wick short lol An it may’ve been in the manga but I’d have to check because Toei isn’t the best with DF abilities rules lol. Not ten episodes ago of the current arc they had a DF user submerged pretty much completely in water and they was perfectly fine. Looked back at the manga and the scene didn’t even happen. Sometimes they add filler that breaks rules for some reason. There a few other times I’ve heard people mention they did it.

Just to be clear, I think we can agree that those other Devil Fruit users besides Jack aren’t normal, so the rules MIGHT not apply the same way to them. So the water being low possibly only applies to Jack, but then again, it could’ve been a filler scene🤷🏾‍♂️I never read Zou

They were immobilised though, it was only jack who wasn’t visibly showing any issue with being surrounded by water but even then, not even half of his body was submerged

I'm pretty sure I read an interview where someone asked about that and Oda said it had to be "knee-high". That again means sea prism stone has a concentrated energy, since you can be handcuffed by them.
