as a hardcore one piece fan, i have to disagree here . Naruto as a character is the pinnacle of Shonen Protagonist. Luffy is different and follows a different path. i prefer luffy and the one piece characters over the naruto series, but Uzumaki Naruto is the text book shonen main character archtype

Luffy as an MC is mysterious and yet we can almost always predict what he's going to do before he does it, even in complicated situations like when he refused to ally with the Samurais only because he wanted Momo to be the one to ask. There are plenty of different ways you can rate the MCs. They all have different things going for them, but I think Luffy is such a well refined character and we pretty much ALWAYS "get" what he's doing. And there is much more to being the King of the Pirates than meets the eye. The Hokage is an established thing. Naruto wants to be recognized. Luffy wants freedom. He experienced oppression at it's worst during the ASL arc when he was a kid and so when he says he wants to be the King of the Pirates, he means he wants to be the freest person on the seas. Its pretty deep tbh. Definitely see what you're saying with how Luffy is amplified by the larger mysteries of One Piece. Naruto is definitely the most relatable on an emotional level so if thats something you really value in a character it makes total sense to like him more I usually hate discussions about rating stuff across different animes because people get mad tilted out of nowhere and start acting crazy but I did enjoy the discussion at the start of this video
