so pirates aren't good, including the straw hats but they do heroic things like saving a lot of innocent peoples lives and thats why they get respect from the admirals. Eventually enough is enough and Issho was the man to put his foot down.

This scene's impact seems to stress that the World Government treats itself as infallible normally. Issho didn't want to file a report and instead spread the news himself because he knows how the World Government would try to cover it up to just blame it all on the pirates and shift blame. It's not just an apology to Dressrosa, but an apology to the world and also him kind of forcing the World Government's hand to course correcting. If not for the horrifying scenes coming out of Dressrosa and his apology spreading across the world, it's unlikely the World Government would have any incentive to do things differently. Issho's goal is abolishing the Seven Warlord system and this is the perfect way to get the ball rolling.
