In hunter x hunter a persons abilities get stronger based on the restrictions they have on that power like how kurapika can use his chains on members of the phantom troupe. those are kites restrictions he placed on himself.

Kite not being able to pick his power, and the fact he has to use it before he can roll again are both restrictions put on his technique to make it stronger. Not everyone uses such drastic things like Kurapika, because the cost isnt worth it.

It also explains those 3 disfigured assholes in the arena. All 3 of them got butchered by Nen which awakened their own nen, which was Wing was alluding to with it being dangerous.
