These arcs would be 200 eps lol what do you think introducing the Admirals, Cipher Pol, Enies Lobby, Navy Headquarters, Impel Down, The Revolutionary Army, Tom building Rogers ship, Garp being a Navy Hero. All of that was Worldbuilding just in one Saga. You're talking about the manga that is praised by some of the best mangaka of all time, as having the best worldbuilding of all time. Masashi Kishimoto, Tite Kubo, Akira Toriyama and Yoshihiro Togashi all praise Oda for worldbuilding
