You seemed to be questioning why Shinra wasn't using certain abilities this episode. They already explained it in episode 3. When Shinra fought his brother Sho he linked with him, and by extension the evangelist. When Shinra is fighting other opponents he still has the stuff Beni taught him, but not that OP time stuff he displayed in the fight against his brother. That was a temporary power up.
