The reason for the art change is due to the animation supervisor (AS) of the episode. Episode are animated by the key animators and they all draw the characters differently. It's the job of the AS to redraw their animation so the art style is consistent throughout the whole episode. The AS for this episode and for all the other "flat" episodes is a guy named Naoki Tate. He's has a very unique animation/art style which I like a lot. He can get pretty crazy with his stuff and animated some of the coolest scenes in the Lucci and Blueno fights.
