So the whole devil fruit thing gets explained way later on in a SBS(basically ask Oda). Basically if 2 people eat a devilfruit at the same time it comes down to whoever swallows it first/etc. You only need 1 bite to get its powers, but people are compelled to eat all of it(cuz lols)

It s only in regards to their brute strength. It doesn't take into consideration their 6 powers mastery, devil fruit abilities, combat IQ etc. So yes it is an indicator of who is stronger but not necessarily by how much

Keep in mind that Devil Fruit powers don't follow logic. Blueno isn't cutting Luffy's head and turning it into a door, he's using his power to turn him into a door. It's not lethal cause his doors don't damage the surfaces they are on.
