In the manga they chose chopper. Choosing shelly was a filler choice to drag out the episodes.

As for what happens in 213-216, just know that they padded out the Davy Back Fights with extra stuff and that you can just see the ending of the Foxy arc starting at 217. If you like watching stuff like with the ref ignoring his own teams fouls then I'd say watch it, but if you think more and more and more of that will get annoying I'd say skip the filler episodes.

In the end, the next couple eps are labeled as filler. So you'll basically end up where you left off here in the next canon episode

Since Lycan asked, we don't get Chopper back during episodes 213‐216. I honestly like the Davy Back Fight arc because it's a little break arc before the next big one. The added anime filler episodes are dumb but besides from that it's cool. Foxy is funny, Zoro and Sanji teaming up is always cool, and Luffy....well you'll see. 🤩

To answer your question 213-216 is just unnecessary filler that the anime made up to add more time. 217-219 is the correct order of events that happen in the manga and yes chopper comes back in this batch. So you just need to watch 217 218 219 and 226 19:00 mins in
