I mean, it's an arm binder. It's a great, comfortable tool to keep your staff's arms in one place and away from trouble. You can undo the binder when you need them to do their chores and re-bind them when they are done. In a way, it is like a holster and those arms could potentially be very dangerous, so only let them out when you need to make use of them.

This is a super cute commission from Deviant Art user SoundlessVoice24. She was an absolute pleasure to work with and provided a lot of little alternatives as a nice bonus. The request was a simple one compared to some of the stuff I am commissioning recently, but the clean and bright style really makes the piece pop and gives the rubber uniforms a delicious shine.
