Why are you asking me that, Baxter? Are we once again asking questions we don't want the answer to? Haha, it's not 19. It makes a little more sense why Baxter said his parents thought sending him to a beach town in California for the summer "wasn't too exciting". If we remember from Derek's DLC, getting to and from Sunset Bird without a car is a huge hassle. 

It's very funny because we all know he does indeed get a car when he's there in Step 3. The wishes of his "over-protective" parents and what's "technically not entirely legal" are both things Baxter's not too fussed about.

And if you're now wondering how, it's simple; Baxter knows a lot of people and has a lot of cash. He did not rent that car from an actual company.
