It makes sense that fedora workstation will drop x11, Gnome is probably the most stable desktop environment out there. I wonder though, will the missing x11 libraries impact XWayland or is it completely independent from x11?

No, as far as I know, it's independent: it's just the GNOME session not needing to install X11 libraries anymore but from what I've read, xWayland programs will still run normally!
