In regard to futuristic IRA - I'm sure somebody has mentioned this, but in Gundam 00, one of the characters is a survivor of an IRA style attack in Northern Ireland (by a group called KPSA), so at least in 2283 they have Space IRA.

All Gundams are mobile suits, but not all mobile suits are Gundams. What a Gundam is differs from series to series but meta answer is Gundam are the main characters suits, mobile suits exist to be bodied by good Gundams, or be allied grunts of Gundams that get bodied by enemy elite baddie mobile suits. Also visual shorthand is two eyes gundam, 1 eye enemy mobile suits, visor allied mobile suits. G Gundam is easy basically everythings a Gundam, and if you don't have the Gundam look, you are cannonfodder mobile suits.

Regarding "is a gundam a technical," you're right that a gundam is purpose built for war. In the broader "canon" (such as it is) Gundams are a specific subset of mobile suits used often as prototypes for new weapons systems that can later be mass produced or explicitly as propaganda tools. _Originally_, though, at least in the first setting, Universal Centuries, mobile suits did start as industrial tools for space mining that were later adapted for warfare using new materials and techniques developed in space before returning planetside. In addition, as someone commented above, the Ball unit is also, still, a technical in that it's a glorified maintenance unit used for ship repairs, hauling material, and any number of other purposes with a cannon strapped to.
