When you commented that "Shimmer is addictive but it also has these healing effects" regarding Viktor's leg, I think it's important to note that he used the shimmer to survive transforming his leg with the hex-core (and in the process imho he corrupted the hex core with void essence which I think is the source of shimmer's power, but that's a whole Runeterra lore discussion of it's own). So it wasn't the shimmer that healed his leg but rather it kept the process from killing him. Maybe that's splitting hairs. It seems like shimmer doesn't have healing properties on it's own, it has to be mixed with something else (like the potion maker did, or viktor using the hexcore) in order to have a net positive effect. Otherwise it seems to grant temporary strength and resilience in exchange for gradual health degradation and addiction.
