I think Robert California was just impressed with Nelly’s confidence/arrogance to just take someone’s job. He probably saw a lot of himself in her. Remember, he interviewed for the Scranton Branch Manager job, got it, but then decided he’d rather be CEO of Dunder Mifflin and convinced Jo Bennett to give him her job. I honestly think Robert could roll up to the White House, walk pass secret service into the oval office, sit down and just start recording a live address to the nation, and no one would question any of it.

This is honestly my least favorite episode of all show (I even dislike it more than Scots Tots and Dinner Party (which I also dislike)) I do, however, like Nellie (which is an unpopular opinion), but maybe because I saw her as Donna Noble before Nellie Bertram. (Also it might be that I've rewatched the series a countless number of times)
