There's a lot of lore explored here that pissed off a lot of fans. The half-human thing has been highly criticized, as has the more romantic elements of this movie. That being said, the #1 is the Doctor lies so you can take anything with a grain of salt. The 13 regenerations is something that's been mentioned in classic who, and, well it gets a bit complicated. As for how this came to be, it was going to serve as a pilot for a new series co-produced with Fox in the US. There was a lot of behind the scene's drama so the idea was shelved. This Doctor, the 8th Doctor is highly regarded, and the fandom in general feels it was a great injustice that HE didn't get more screen time. He does have his own Big Finish audio adventures which are really popular.
