I definitely agree that the build up, and pay offs weren't quite right in this episode. The overall story itself is definitely an interesting one. I feel like if Estelle had been a recurring character from even just 1 or 2 of the episodes so far it would have let the show develop her character ahead of this episode, and ultimately lead to her death scene a little quicker so we would learn more about the chosen one and the fairies. My thoughts on why they did kill Estelle is either that they didn't like her looking for them, and taking photo's of them, or maybe that it's because she is to blame for Torchwood getting involved so they are trying to scare them off. Perhaps a combination of both. This next episode is going to be something very different! Although as you've probably gathered this first season of Torchwood is bit like that, there's so many different types of story and genres going on. But that's the charm and appeal of season 1.
