Higurashi is a horror mystery. The childish slice of life moments are setup to introduce you to the cast of characters who are mostly consisting of children. Its a contrast for when shit goes down it makes things much more tragic and horrifying. The plot of this first arc doesn't actually kick in til episode 2. That's where the mysteries and theories of what you can believe and who you can trust comes into play.
