It looks like part 2 comes out on Thursday (12/16).

There were actually two specials before this called the pandemic special and the vaccination special which both serve as lead ups to this special. The reason why this ends on a cliffhanger is also because Trey Parker and Matt Stone were given a deal by Paramount+ to make a ton of specials. So I’m guessing it’s gonna be a linear story or something.
