Unicorn horns are made of a bone core encased in keratin. The surface is covered in fine velvet, and the horn itself is very sensitive to touch. It's considered extremely rude to touch a unicorn's horn without permission.
Unicorns tap their horns together as a show of trust and affection, this gesture is not inherently romantic and is often done between parents and foals, siblings, and close friends. A more aggressive form of this is butting horns, which is a means to intimidate an opponent and size each other up.
Horn butting is also considered flirty, in certain contexts.
