Vogue stipulated that her birthday garden party have a very strict dress code, probably in an attempt to keep out a certain meat-headed on-again off-again girlfriend. Phoenix gatecrashed it anyway. 

Phoenix hates getting dolled up, so it's debatable whether this was done out of spite, or maybe she cares enough about Vogue to follow her stupid prissy dress code.
