Given the timing of the Telepath's grab for power, and the mob of "The State" looking for a scapegoat for the attacks on shipping, I might make the case that Psi-Corps might be a better option for dealing with them than letting the fears of the nation states making up the Alliance go after the Telepaths directly. I am guessing that they would be just fine with cutting through the hull from the outside and exposing the contents of down-below to hard vacuum as a solution. While the Psi-Corps would subject them to re-education camps and internment, they would at least still be alive to be rescued once the issue with the member worlds is on less of a knife's edge. Again, there is a whole empty planet out there that they could fairly easily be given that would have taken care of the problem in one go, but that remains one of the very few oversights that JMS made in crafting the series, that likely would have been dealt with if they hadn't been forced to re-jigger things with the on-again, off-again status of Season 5. I would guess that if the Shadow war had been allowed to take place when it was intended, that a point could have been made to have destroyed the Markab home world during the war, and make it a non-issue.
