They didn't put focus on the briefcase before now, but if you look in the background of previous episodes, Burrows does indeed carry it with him. Another of those things that you only think to look for once you already know the reveal. Also, fun fact, the bullet the sniper used was a Judas Bullet, first utilized in Luke Cage. Which is one of many reasons it's stupid for Marvel to only bring the Netflix shows to the forefront — those shows and AOS all reference each other a fair amount. (I mean, AOS is absolutely canon, nothing in the show contradicts the movies, the movies do sometimes reference events from the show, and even Feige's never said anything to the contrary, but Marvel certainly doesn't seem in any hurry to put the debates to rest.)
