Have you considered an alternative approach to distributing the image packs, e.g. torrent? Better still, have you considered as you refactor TiTs to survive the Flashpocolipse making it load content modules, so that the image packs could be a series of modules, and you could then just release what has changed? Or better still, making all content modules, so that if you have content Somebody doesn't like, it could be distributed by other means and added?

Register an account here: https://www.fenoxo.com/register/ and go to profile to sync your account with your Patreon account. After that, you should have access to the "Backer Builds" tab on the navigation bar. from there, you can download the .swf file to play in a standalone flash player, like this one, straight from adobe: https://fpdownload.macromedia.com/pub/flashplayer/updaters/32/flashplayer_32_sa.exe Hope this helps!
