Right, bit of lore for you all. 

So while Queen Kassia rules over a nation of anthros, Makuna rules over a nation of nagas. He and Kassia have an agreement where she sends the worst of the worst criminals to Maku, he gives them a simple choice:

-Become his next meal

-Become a naga and serve his people. 

So what happens during the process of the second option? He can either use conventional magic or if he happens to be drawn to the person in question, a simple kiss with his massive, green tongue will do the job just fine. 

But who is there to help you through the transition into a naga citizen, that's where Celene comes into the picture, she usually doesn't feel anything for the new arrivals as they are the worst of the worst. But as we know, Kassia can lose her temper and make irrational decisions and might end up sending a good person to this life. 

Celene is the highest ranking naga below Makuna, and his closest advisor.
