I'm working on many sets from the suggestions and they will completely be out of order in terms of most voted or not. It will be based on convenience to make them and if I just didn't make a set for them recently.

So there will also be some characters that aren't requests or suggestions too.

Sometimes some requested characters applies to that rule. I usually message the requester about it, however usually the person would want it anyway, so it is what it is...
