It's amusing that most of the Poneglyphs that we've seen are placed where the World Government has little/no jurisdiction over. Alabasta - Is one of the 20 kingdoms that formed the Government. The Nefertari family did not want to be Celestials and stayed down according to Doffy. Cobra said that the Nefertaris are supposed to protect the poneglyph. Although the country is with the WG, they might not have been seeing eye to eye with the other 19 kingdoms back during the void century. Shandora/Skypiea - Not affiliated with anyone. WG doesnt know about this place and vice versa. The Shandians were told to protect the Poneglyph even though they dont even know what is written on it or why they need to protect it. Fishman Island - Was not affiliated with the WG during the void century and was only recognized as one recently. Was told about a promise Joyboy made that needed them to protect the Noah and use the Seakings to pull it. Zou - Phantom Island. Always Moving. WG doesnt know how to get here. Only People with Vivre Cards can locate Zou. Was told to protect the Whale Forest because of the Poneglyph.

They just explained that the „real“ poneglyph is the hole text combined and Roger said „I guided this text to the end“, so it‘s not one big Poneglyph but all the normal Poneglyphs combined to create this real Poneglyph. But the Kozuki would never make one stone that contains all the info. That would destroy the purpose of the rest and the reason to even hide them across the world imo.
