Just for clarification, the CP0 are the dogs of the celestial dragons and the elder stars are the highest class among celestial dragons which means Sakazuki was referring to something else probably

Remember what Kuzan said to Smoker after he saved him from Doflamingo at the end of Punk Hazard- Smoker: "I heard you've joined the underworld." Kuzan: "Despite what you hear, I'm still me, Smoker." Smoker: "Then that's fine." My reading of that in context of the new info is that he's scoping the Blackbeard Pirates out for intelligence and his own investigation. This hasn't been verified yet where I'm at. So I know as much as you guys.
