Haha so here's my opinion on Fuji - I think he was just directing his troops to help for a while because they were prob scared without his leadership (you know how these regular navy soldiers be hoes), but also while Fuji wants to change the system in many ways he's still kind of beholden to it and can't fight Doffy head on in public. But hey he did say he was betting on Luffy...but sheesh the man can at least help more than what he doin rn LOL

Yes, you are right! He was reinstated after he had withdrawn his Warlord status because of Law, so Fuji cannot technically go against him...had that not been the case, Fuji would've been raining meteors on his head! But even then, when he activated the Birdcage to kill the entire population of Dressrosa, I think Fuji would have been within his rights to go after Doffy for killing innocent citizens! Otherwise, it would mean that a Warlord can do anything and an Admiral is utterly powerless to stop him!! I mean, he certainly isn't a Celestial Dragon anymore to get away with genocide!

Fujitora isn't engaging with Doflamingo unless it's absolutely necessary, he doesn't believe the Navy deserves to save the country which is why he's "betting" on Luffy like King Riku. He's helping to keep the regular citizens safe while letting the pirates handle business. After all, it's the Navy's warlord system that allowed for Doflamingo to cause such travesty unchecked in the first place.
