Man what's crazy about this show is that we follow a group of pirates that are genuinely good people. But then you have other pirates like Croc, and Dofamingo straight destroying kingdoms. Ruining lives. Even buggy took over a whole town lmao. Honestly I think the show could play up the need for the navy even more... as much as they are awful themselves.

Corruption runs deep in the Navy tho. So far from what I've gathered about the Navy in this show is that IF it is in the BEST interests of the world government, then they will utilize the Navy to protect the people, but in reality they are just protecting their own interests. What does Alabasta, Dressrosa, etc. do for the world government? Nothing in the grand scheme of things, hell Dressrosa is a poor country, Alabasta is a literal desert, etc.

I think part of why Doffy did it like that is as a mind game, but he also knew the soldiers were going to be spread throughout the country collecting the 10 billion berries from the citizens, so it made it easier for him to cause chaos with his parasite string. Different groups of soldiers simultaneously attacking separate areas of the kingdom.
