Yeah, the treasure was in exchange for Fishman Island being spared Big Mom’s wrath, but Big Mom refused to let it go entirely and made it clear that the Straw Hats are now on her shit list. Which makes sense from a practical standpoint. (Just my speculation.) She WANTS Fishman Island to keep making the candies, but letting it go entirely would probably send the wrong message to her other territories. Targeting Luffy gets her the treasure and the continued patronage from Fishman Island with her iron clad rep intact. Even if Luffy didn’t think it all through like that, he damn sure knows how pirates work.

One Piece is known for a lot of slow arcs but really good pay offs; Yeah the information and fights are the big pay offs that we all love this arc, but I'm talking about it as a whole though, most people would agree there was some needless and skippable stuff in the arc.
