Not really. He hadn't even planned to capture Ace in the first place. So this war was never his initial intention/plan. He just made the most of it. He's an opportunist. Not a mastermind.

Blackbeard's whole thing is destiny. He isn't a mastermind, that's not his character. He randomly ran into Magellan, almost died and then was just laughing like: "Oh well. Happens. But fortune favours the strong. We'll live another day." That's not the attitude of a mastermind. A mastermind would have had a plan for Magellan. He hadn't planned to kill Thatch, either. He wasn't lying, when he was telling Ace: "It wasn't my plan to kill Thatch. IT WAS A QUIRK OF FATE." He just chilled on Whitebeard's ship for decades, thinking it would be most likely he'll find the Yami Yami no Mi. But that's as far as it went. He even said that he just would have given up on it if it never happened. But then someone else on the crew found it and he found himself killing him for it. Then he planned to become a Warlord to get a strong crew and started looking for "easy targets" in the first half of the Grand Line with high bounties. He found Luffy. When Ace tried to stop him, he captured him instead. Now that Whitebeard would fight the Navy, he took advantage of it to steal Whitebeard's fruit. When you look at it like that: There is no "5Head - 4D Chess - Mastermind" Planning, here. The only planning is pretty much "become warlord to bust out prisoners from impel down". Other than that he's just making the most of every situation and playing his cards well. He's the definition of an opportunist. And he goes with the flow. Also...why the hell would the war have happened anyways...there wasn't even an angle like "Oh, if I capture Luffy, Ace will try to rescue him and that will make all the Whitebeard pirates move" because he didn't even know that Luffy was Ace's brother. There was literally no reason for Whitebeard to fight the World Government if Ace wasn't captured. They hadn't fought like that in ages, if ever - why would he suddenly do it out of nowhere.
