You become an emperor in the new world the same way you do in the real world: taking over land. The four emperors literally conquered enough land in the new world to the point it's divided into four empires. They have been stuck like that for a while now bc non of the four have been able to take out the other 3 (this is one of t he reasons Kaido tried to jump white beard when he heard he was going to fight world government). In order to become a new emperor now you would have to take out one of the current four (in theory, there's an asterisk to this logic but I can't discuss it bc of spoilers).

emperor is just a title given to the pirates in the frontline of the race for the one piece, at this moment there are 4 that are distinguished from everyone else, thats why there are 4 emperors, what puts them in the front of everyone else in the race for the one piece is mostly power, and in some cases that power is manifested in the amount of land and armies they control, mas most of all it really is the captains and their crew's power that puts them in that position

The Emperors rule the New World (Garp's exposition he gave Luffy). The New World is basically split between territories of the Emperors. Just like Whitebeard made Fishman Island his territory (as Jinbei said). The Emperors are literally rulers. They rule the New World and the seas (which is why Whitebeard has so many allied Pirate Crews) Naturally, that also makes them the closest to the One Piece. They are by far the most powerful (which is why they're able to rule the New World) and they rule over the place where the One Piece is somewhere (the New World). Those two things together mean they are by far the best positioned to find the One Piece. That said: you could have absolutely no interest in the One Piece and still be an Emperor. You could technically also be stronger than an Emperor and still not be an Emperor. To be an Emperor means to have great (political) influence and power in general, as well as control over a significant portion of the New World. To become an Emperor basically means that the Wold Government recognises you as a great political and military power that can even challenge the World Government That's why the Emperors are a big recognised factor in regards to the balance of the world. The balance of the three great powers is between: The two great powers Navy HQ and Seven Warlords that were created to oppose the great power of the Emperors
