Man, it's crazy how well thought out Crocodile's plan is. So just to be clear, the king isn't using dance powder. The King's Rain that would fall in Alubarna, just before the 3 year drought started, was naturally occurring. It just happened to rain more often in Alubarna normally. While that rain was falling in Alubarna, Baroque Works ran a false flag mission in Erumalu where they purposely had those goons spill bags of dance powder and pretend that the king ordered it. This sowed the seeds of doubt in people and they thought the Kings Rain was just dance powder all along. To further drive this idea home, someone from baroque works planted dance powder in the palace. Then a 3 year drought started, just as Crocodile made his appearance like some pirate-crushing hero. Now people are pissed because they think the King's Rain is just dance powder and he's refusing to use it on these other cities in their time of need during the drought. And now they're rebelling.

Yea I think the smile is from the dude that dropped the powder. That whole “accident” was just to make everyone think the king had dance powder. They were trying to set the king up. At least that’s what I think is going on.
