Rob "Horror" is a broad term, Which includes scary, but this movie wasnt scary at all, to me. but its still a horror in the sense of Disgust, Thrill, Shock. So it is a "Horror" Movie bc of that, its just not scary like u said, like in the modern way we view horror as mostly being scary, on top of other stuff. thats why i even say "Scary Movie" in place of "Horror Movie" sometimes bc not all "Horrors" are scary like modern ones, they usually took diff approaches

Sixth Sense is a psychological thriller that implements a good variety of horror elements into its story. Horror can be shown in many different forms, whether it may be in a mental or physical state. This movie may not be super intense compared to other violent horror films like Halloween, the conjuring, insidious, etc., however it does a great job in making you feel fear and anxiety for the main character. The boy's safety (physically and mentally) is at risk due to sense of supernatural forces that only he can see. I understand why Rob feels that this is a light horror film due to the traditional takes other horror movies have, but it seems that you're neglecting how many branches horror films actually have. This is how personal preference comes into play, like this is not Robs personally favorite "horror" film.
