Exactly, not every episode has to be some major plot development. This arc mainly focuses on character development via some slice of life, with a few important moments here and there. Things really start to pick up after this arc though.

from what ive been told The school arc is quite long but yet critical to the plots progression, but i understand if this arc its not for some as its a huge turn from the previous volumes started, It is mostly setup to introduce all the new characters for the second half of the plot. but i also hope they dont trop it like some people where telling them to do last episode, the guys not liking half the arc doesn't mean they dont like it anymore.
