No Vecna is the endgame boss he is the mind flayer. He formed the mind flayer from that dark cloud. He created it based off the widows he use to find in his house. The mind flayer is one/Vecna. Vecna is the one who created it hence why Will said this is who it was this whole time fuckin with him.
