I don’t think he’s itching to kill people. He was always itching even back when HE WANTED TO BE A HERO. But he said he only itched at home. And he only enjoyed killing his father because he hated his father so much. He hated the others for letting it all happen and that triggered his power, but he was in dispair killing them. Then the man that caused all this didn’t try to help him, but instead tried to beat him down with a rod. So he killed him. And then the itching stopped. Earlier in the show he would itch when getting frustrated and stopped when he had an idea. It seems to me like he itches when his feelings of anger, hate or stress well up. He’s angry at all the people turning a blind eye to his need for help.

You wrong my boy. It was even stated by afo and until debunked in story then it is factual. At home when he was itching it was because he subconsciously wanted to kill his family who was causing the itch especially his father. As afo stated especially in the manga his itch is his urge to destroy. When he was itching on the street it’s because the citizens was ignoring his pain thus he subconsciously wanted to kill them

Dude itches when he’s upset. There’s been times in the show where shit didn’t go his way and he got itchy. If you’re upset at a person and you kill them, that relieves the stress. Relieve what’s bothering you. So there COULD be other ways to relieve that itch. All For One told him that killing relieves the itch because AfO wanted a killer. Bet Shigaraki could be a calm functional member of society with some recreational drugs

He wasn't trying to beat him with a Rod, his dad was hoping to knock his son out in order to stop the quirk from going crazy. Of course lil kid shigaraki didn't know that and thought he wanted to kill him.
