The thing about the referee and all of that is that it shows that certain groups still have a code that they follow. I think what the show is trying to point out is that, when you don't have those things, you end up with groups like Moebius (who attacked family members and girlfriends), and who will just do whatever they want. I saw it as the idea of the gentleman delinquent. Mikey might be ready to kill people who cross him, but he refused to hit Hina when she slapped him because she was a girl. It's that sense of, "we will handle our business, but there are certain lines we won't cross." Honestly, we've seen what happens in the future when Toman starts crossing those lines.
