Would it be possible to roll this and a few other faces into a preset pack for character creation? I'd love to roll up a female character with a face like this in my NV runs, no idea how feasible or difficult that would be from a modding standpoint.

It would be moderately difficult. I design these as characters top to bottom. So I often build the arms and hair into a single model. This doesn’t play well for player characters. You’d have to split up the model to get the hair into different armors
