Emma got small because she felt small because of everything that Sam said to her. It had nothing to do with a few drops of tears. This is the point where Emma will realize that she doesn’t need to purge to get small. Purging made her feel physically small and bing-eating made her feel physically big. But feeling emotionally small and big can also activate her powers.

Emma got small because she was crying. Releasing bodily fluids just as she did when throwing up. One of the showrunners said that. It's a combination of both she said. More so of her learning to be able to grow and shrink on her own, but the crying was still part of the process. As we all saw and you stated, it was just a few tears. So less of her releasing/purging fluids.
