There's a Doctor Strange comic where Loki becomes The Sorcerer Supreme. Didn't finish reading it but I wonder if this was where they got the idea.

This was an awesome finale. The entire thing was a huge metaphor for breaking down the systems that "keep us safe" at the expense of so many others. There could always be something better. (but if I go any further this'll get political so...) And yes the Earth 616 reference was for Kang from Ant-Man who's been declared dead and handled. At the end of Ant-Man End Credits though it's confirmed there are countless Kang variants who assembled at the huge arena.

So Loki went from a delinquent rebellious teenager to a grown man, to be able to become the god he wanted to be or we needed him to be. Awesome development
