Ketteburg is one of the biggest and most powerful slave cults, in fact so powerful that they were able to declare independence and impose their restraints and rules upon everyone in the city!

Of course it makes for a great place to visit if you want to try out the restrictions of a slave cult without being committed to serve a particular cult for months or years, but to many their laws are foreign and their traditions offensive. Many balk at the existence of slave cults, let alone one that operates a whole city-state!

You think the common citizen there is having a bad time, you should see how they treat their criminals and rogues. Every day or every week they have to show up to the public gallery in their obvious criminal uniform where they are trussed up for hours for the general public to throw eggs, vegetables, cheese and delicious omelettes at them. The public, of course, has no choice on whether they want to participate in this or not. You'll probably see this process in drawing form at some point.

Yes, if a tourist breaks the laws they are enslaved properly and kept in Ketteburg for the duration of their sentence, after which they still have to request the Slave Ministry to be able to leave.
