To this end, the politicians of Ketteburg are encumbered with a uniquely programmed set of restraints that only allows them partial freedom when they're in their own home, or when four common folk take it upon themselves to remain near the politician in question, sacrificing their own time to show that this person is worth supporting. Else they will be stuck mute, blind, and kneeling.
