I think Mrs. S let Sarah and Kira go without interfering, because she was demoralized at how she was betrayed by Brenda and Barry. It appears that Mrs. S was doing her best to protect Sarah and Kira. I think when Mrs. S realized how totally she had failed, she wondered if Sarah and Kira might be no worse off, if she just stopped interfering and let them fend for themselves. At the beginning Mrs. S seemed like she was just a cranky mom. It turns out she is a complete badass. This show is completely crazy. I'm really enjoying going through it again.
