He doesn't just make crappy videos. He actually does commit crimes.... albeit, "gentle" crimes, but still crimes nonetheless. I think it DOES work on the Quirk Genes causing the mutation, but it only works on ACTIVE PROCESSES the Quirk Genes do. Like, even tho he can't deleto normie boi's tail, he can block the Quirk Genes from sending activation signals after the block. This is why his Quirk doesn't work on Twice's Clones, since he affects Quirk Genes, but the dupes have already been generated by the Quirk Genes and sent out, autonomously.

Also, Midoriya actually CAN fight Gentle now, since this is after he got the License, which was literally stated to allow them to do shit like Pro Heroes do, but it's not like they can actually go LOOKING for the things, just if they happen when the person is right there on the site.
