The cold war basically ended with the collapse of the Soviet Union in 1991, so it was naturally still going in 1986, although you are correct - it was not at its height anymore. But the basic mentality of the Soviet Union, a totalitarian state, never changed that much. It just relaxed a little towards the end. Gorbachev was certainly the most chill of its leaders. If Chernobyl happened under anybody else's rule, who knows what disastrous outcome it could have ended up having.
