Wondrous item, very rare (requires attunement)

While wearing this rugged cloak, you can withstand temperatures as hot as 200 degrees Fahrenheit and are unaffected by difficult terrain created by sand. You also can't be surprised, and when you roll initiative, you gain a +5 bonus to the roll as long as you aren't incapacitated.

On your first turn of each combat, your speed is increased by 10 feet, and you can use a bonus action to make a single weapon attack against any creature that hasn't taken its turn yet. If you're first in the initiative order, your speed is increased by 20 feet instead, and the bonus weapon attack is made with advantage.

Peering over the canyon rim, the bounty hunter gazed down at their quarry. The wanted paladin sat resting by a guttering fire, his figure covered by a brimmed hat and dust-laden cloak. The hunter had been told not to underestimate Carter, despite his inflated reputation, yet there he sat, blissfully oblivious.

As the hunter's bow was leveled at their mark, Carter whistled an eerie tune that echoed through the canyon's halls. In the moment of stillness that followed, a salvo of sunlit rays lanced from beneath the fugitive's cloak and through the hunter's skull.

The duel was over before it began. The H'rethi remained silent, and another traveler's footprints were washed away in the sand.

I like this one, this is one of the better items recently. But why the whole long-winded description in the first paragraph when it would be easier to say that it grants the wearer the benefits of the Alert feat?

My guess would be because this could stack with the Alert feat, plus Alert technically also has "Other creatures don't gain advantage on attack rolls against you as a result of being unseen by you." which this doesn't do. They just happen to be extremely similar effects.
